On 27-30 September, 2006 in Minsk under the aegis of the State Committee for Science and Technologies of the Republic of Belarus and Federal Agency on Science and Innovations of Russian Federation International Forum “Innovative Technologies and Systems” has passed. Its program included 3 conferences:
  • Problems of creation and integration of national innovation systems in conditions of globalization,
  • Innovative technologies. Assistance to interregional development,
  • Innovative technologies for struggle against terrorism.

The Forum was dedicated to the 50th anniversary of the system of scientific and technical information in Belarus and 10th anniversary of Belarusian Institute of System Analysis and Information Support of Scientific and Technical Sphere (BelISA) — one of the key players in the field of the S&T information in the republic. BelISA together with its Russian partner — Republican Research Scientific and Consultation Centre of Examination (RRSCCE) — acted as an organizer of the Forum.

Representatives of more than 55 national bodies of state management and R&D organizations from Belarus, Russia, Ukraine, Germany, Latvia, Kazakhstan and Kyrgyzstan, experts of the International Centre of Scientific and Technical Information, and also mass media have taken part in the Forum. List of participants includes, in particular, the State Committee for Science and Technologies, Ministry of Economy, Ministry of Education, State Committee of Frontier Troops, Ministry of Defense, Ministry of Internal Affairs, Council of Safety, Ministry for Extreme Situations, Committee on State Safety, State Centre of Safety of Information of the Republic of Belarus, Ministry of Education and Science of Russian Federation; Department of Industry and Communication of Smolensk area, Committee on Economic Policy of Bryansk area Administration, Agency on Environment of Latvia, Ministry of Economy of Latvia, Academy of management at the President of the Republic of Belarus, etc.

The total number of participants has exceeded 350. More than 100 oral and stand reports have been presented at the Forum.

During the conference 1 “Problems of creation and integration of national innovation systems in conditions of globalization” analysis of conditions and problems of national innovation systems creation and integration in Belarus, Russia, Kazakhstan, Ukraine and Kyrgyzstan has been carried out. Belarusian reporters have given attention to explanation of the purposes, tasks and rules of the draft of the State program of innovative development of Belarus for 2006-2010 which is the basic, alongside with the NIS Concept, document determining directions of innovative development of Belarus in the next 5 years. The decisions on improvement of information support of S&T and innovation activities of organizations and enterprises have been produced. The ways of regional innovative structures efficiency increasing on the basis of technology transfer and commercialization of intellectual property have also been discussed.

In the resolution of the second conference “Innovative technologies. Assistance to interregional development” scientific, technical and innovative activities are recognized as the major factor of efficiency and economy’s competitiveness growth. In opinion of participants, it is necessary to concentrate efforts on the following activities:

  • To increase the role of local managing bodies in formation and realization of regional innovation policy;
  • To strengthen the influence of interregional interaction and cooperation on decision of the problems of innovative and socio-economic development,
  • To strengthen and develop communications between territories of neighbor countries.

During the conference 3 “Innovative technologies for struggle against terrorism” the following issues were discussed:

  • Existing approaches in control of information flows as an important part of antiterrorist measures;
  • Urgent problems of protection of information, questions of information safety maintenance in conditions of terrorist threats;
  • Problems of struggle against terrorism by narrowing and liquidation of its financial base;
  • Questions of air safety maintenance.

Representatives of “Rosoboronexport” made computer presentation of special kinds of weapons, ammunition and means for work with explosive substances. Russian producers have also presented innovative developments in the field of system of safety in practice of conditions of anti-terrorist measures.

The versatile subjects of the conferences have allowed the organizers of the Forum to give arena for scientists to exchange opinions and experience on various stages of innovative process — from generation of scientific ideas up to introduction of the concrete development in practice, and also for experts forming scientific and innovation policy and those working in the sphere of S&T information.

On 27 September within the framework of the Forum the solemn session devoted to the 50th anniversary of the system of S&T information in Belarus and 10th anniversary of BelISA was held. Mr. Y. Sapelkin, deputy head of the Office for welfare sphere —— chief of the Department for education and science of the Council of Ministers of the Republic of Belarus has noted a quickly growing role of scientific and technical information in the modern world and has thanked BelISA’s staff and its director Dr. V. Kratenok for active participation of the Institute in information support of the process of enhancement of the state S&T and innovation policy and, in particular, in development of the State program of innovative development of Belarus for 2006-2010.

The staff of the Institute was congratulated also by Belarusian and foreign colleagues — National library, Republican scientific and technical library, Institute of social-political research, National centre of intellectual property, National centre of information technologies and resources, International centre of scientific and technical information, All-Russia institute of scientific and technical information, Republican research scientific and consultation centre of examination (Russia), Ukrainian institute of scientific, technical and economic information, etc.
