The results of the SCST work for 2022 were considered at the board meeting

On February 22 there was a meeting of the collegium which considered the results of work of the State Committee on Science and Technology of the Republic of Belarus for the year 2022.

The head of the department Sergey Shlychkov noted that despite the sanctions pressure, the results of 2022 are positive: "All indicators of innovative development are above the planned values. The problems that existed in 2021 in the spheres of state expertise, functioning of subjects of innovative infrastructure were partially solved".

Thus, in 2022, in order to improve the efficiency of innovation infrastructure entities, the SCST developed a promising "model" of technopark activities (standard technopark structure, standard list of innovative services provided by the technopark, interaction with residents, etc.) and adopted a number of regulatory legal acts. An increase in the number of technopark residents is observed, the plan for job creation is significantly exceeded. The volume of production by residents of the technology parks amounted to 461 million rubles, while the plan was 205 million rubles.

Last year Belarus changed the structure of scientific training, now more attention is paid to the natural sciences. "In 2021, about 60-65% of the training of scientists in our country was occupied by social and human sciences — sociology, pedagogy, and so on. Now we have managed to reverse this trend. About 60-70% are recruited for postgraduate studies in natural sciences, technical sciences, information and communication technologies, biotechnology, and others. In short, in areas that provide the maximum economic effect," said Sergei Shlychkov. In 2022 the Guidelines for determining the forecast demand for NRVC training in the Republic of Belarus have been developed and approved taking into account the Comprehensive forecast of scientific and technological progress of the Republic of Belarus for 2021-2025 and up to 2040. This made it possible to increase the control figures for admission to science-oriented education from 967 to 1,070 people.

Speaking about tasks for 2023, the Chairman of the SCST noted that in order to increase the efficiency of the work performed it is necessary to involve more actively the domestic scientific potential to solve urgent problems of the real sector of the economy, including the development of strategic planning documents for the development of industries. Development of the Complex Forecast of Scientific and Technical Progress of Belarus for 2026-2030 and until 2045, which will cover 15 sectors of economy, is of great importance in this respect.

"A similar project was carried out in 2018-2019. Basically, the approaches remained the same, the foresight methodology will be used. The result will be, firstly, the so-called project directory — a rating of the most promising and effective projects (research and development, innovation, investment projects). Secondly, on the basis of the forecast a list of priorities for scientific, scientific-technical and innovative activity will be formed," Sergei Shlychkov said. According to him, all activities to develop the forecast are synchronized with the development of documents for the next five years — the national strategy for sustainable development, the program of socio-economic development of the country and sectoral strategies.
