The first meeting of the interdepartmental working group to develop a comprehensive forecast of scientific and technological progress for 2026 – 2030 was held

The first meeting of the interdepartmental working group on development of a comprehensive forecast of scientific and technological progress for 2026 – 2030 and up to 2045, set up in accordance with Prime Minister's Decree ¹ 34r of February 15, 2023, took place on February 27.

The meeting considered the conceptual framework for the development of the NTP, as well as approaches to the formation and composition of working groups of experts to develop a comprehensive forecast.

The head of the interdepartmental group — Chairman of the State Committee on Science and Technology — Sergey Shlychkov noted that in coordination with the Ministry of Economy the structure of the CP NTP is defined in the context of industries and types of economic activity. "CP NTP will be developed for 15 sectors of the economy and 24 types of economic activity, in which almost the entire GDP of our country is created. On the basis of the forecasting results, common priorities will be defined, and the draft of the Presidential Decree "On the priority directions of scientific, scientific-technical and innovative activity for 2026 – 2030" will be prepared. These priorities, as in the current five-year period, will be the basis for the development of appropriate programs, "— said the Chairman of the SCST.

According to Sergei Shlychkov, the general order of development of the NTP includes 3 stages, including the compilation of a list of forecasting objects, obtaining and processing the values of the parameters of forecasting objects. At the third stage, each forecasting object will get a prospectivity index for the medium and long term. The results of forecasting in the form of project reference books will be sent to the state administration bodies, for which the NTP is being developed, to be used in sectoral strategies.
