The State Committee for Science and Technologies (SCS&T) together with Belarusian Institute of System Analysis and Information Support of Scientific and Technical Sphere has acted as a collective organizer of S&T exposition within the XIII International Industrial Economic Forum “United Russia” held on 10-14 September 2008 in Nizhniy Novgorod, Russian Federation. Organization of the S&T section has been decided by the Order of the Council of Ministers of the Republic of Belarus N 31/221-139 of 21.02.2008.

The Forum was co-organized by the Ministry of Education and Science of Russian Federation, Office of the Proxy Representative of the President of Russian Federation in Privolzhskii Federal District, Chamber of Commerce and Industry of Russian Federation, Russian Union of Industrialists and Businessmen, Russian Union of Manufacturers, Assembly of the Peoples of Russia, Government of Nizhniy Novgorod area, “Nizhniy Novgorod Fair” Ltd.

The Forum was officially opened on 10 September by the Governor of Nizhniy Novgorod area V.Shantsev. He has noted that this year the Forum has expanded its frames by the number of new companies and participants arrived from 55 regions of Russia and 10 countries of the world, including Belgium, USA, Germany, Japan, Czech Republic, etc.

The following officials have taken part in the opening ceremony: Vice Prime-Minister of the Government of Russian Federation S.Ivanov, First Deputy Prime-Minister of Belarus V.Semashko, Vice Prime-Minister of Abkhazia A.Stranichkin, other official persons. They have noted positive dynamics in development of the Forum and strengthening partner relations not only between separate organizations, but also between the countries.

According to V.Shantsev, economic cooperation between Nizhniy Novgorod area and Belarus constantly grows. In 2006, the turnover was $ 289 300,0 thousand, in 2007 it increased by  56,1% and reached $ 501 200,0 thousand, and in the first half-year of 2008 it made 6,1 bln. rubles.

The spectrum of exhibits was wide enough: mechanical engineering, power, consumer goods, medical engineering, metallurgy, light industry, chemical complex, confectionery products, etc. The Forum has confirmed its high status and united the outstanding representatives of science, business, policy makers and public organizations for discussion of concrete tasks.

Ministry of Education of Belarus has exposed about 80 exhibits of ten high schools of the republic, including Belarusian National Technical University, Belarusian State University, Scientific Technological Park “Metolit” of BNTU, Belarusian State Technological University, Vitebsk State Technological University, Polotsk State University, Belarusian-Russian University, Belarusian State University of Transport, Gomel State University named after F.Skoryna, and also Gomel State Technical University named after P.Sukhoy.

During the visiting the exposition by VIPs a special attention has been expressed towards the following developments: installation on destruction of blood clots, technology and equipment for ion-plasma nitration of metals, technology of applying on hardening coverings, absorption biochemical installation for clearing the ventilating air, etc.

It is necessary to note that the exposition of the Ministry of Education was rather popular among the visitors. To achieve this, the appropriate work has been carried out during the preparation stage. For example, all the organizations which participated in the previous exhibitions have been invited to visit Belarusian S&T exposition and sent appropriate technical and contact information.  Finally, a number of protocols on intentions and agreements on cooperation have been signed. The Organizing Committee has awarded all Belarusian universities which took part in the Forum with the diploma.

The following areas of developments of Belarusian State University could be named as the most interesting for the region: equipment, devices and technologies for agrarian sector and the industry, protection of environment, electronic engineering of wide application, medical and veterinary preparations. Over 30 experts from Nizhniy Novgorod, St.-Petersburg, Moscow and Moscow areas, other regions of Russia visited the BSU exposition and had talks with Belarusian developers. A number of companies, organizations and enterprises of various patterns of ownership have expressed interest in development of S&T cooperation, and also in purchasing production and technologies. It’s evident that Belarusian S&T production submitted at the Exhibition is competitive and meets the requirements of the Russian market by criterion “price/quality”. At the same time it has to be wider represented and actively progressed on the markets of various regions of Russian Federation.

During the Forum several meetings were held on development of S&T cooperation between representatives of the State Committee for Science and Technology of Belarus and the Ministry of Industry and Science of Moscow area, Volgo-Vyatskaya Academy of State Management, Nizhniy Novgorod State Linguistic University, S&T Association "Technopol-Moscow" and the Department of the International Relations of Nizhniy Novgorod Branch of the Chamber of Commerce and Industry of Russia.

By the results of participation in the Forum the SCS&T is marked with a silver medal and diploma, BelISA – with the diploma of the organizers.
