The Government of Belarus has optimized the list of the government comprehensive targeted scientific and technical programs for 2011-2015. Àccording to Resolution No. 719 of the Council of Ministers as of 15 August 2013, the list of government comprehensive targeted scientific and technical programs for 2011-2015 has been shortened from 12 to 10 and the budget cut from Br5.3 trillion to Br3.9 trillion. This resolution was taken in consultation with the head of state.

Work on optimizing the list of the programs was led by the National Academy of Sciences of Belarus and the State Committee for Science and Technology jointly with government customers. In the course of this work a number of projects were cut, the assignments consolidated and the deadlines tightened (for almost 90% of the assignments the deadline is 2 to 3 years).

The main criterion for inclusion in this list was the contribution to the creation of new products for radical modernization of enterprises, reduction of material— and energy-intensity, increasing high-technology exports.

During the implementation of government comprehensive target scientific and technical programs the State Committee on Science and Technology and the National Academy of Sciences of Belarus jointly with the managers of these programs and the Finance Ministry are working on risk insurance of innovative projects (up to 2% of the total budget), and the financing of promising sectoral developments (up to 10% of the budget).

By 2016, these programs are expected to help create about 150 new manufactures of original and generic pharmaceutical substances, medicinal and diagnostic tools (including those based on recombinant proteins and cellular technologies) for healthcare, and also multiple-link road trains, urban passenger vehicles compliant with the Euro-5 international standards, small navigational GLONASS-GPS antennas, space and aviation technology, veterinary medicines, additives and bio-conservative agents for feeds for agriculture, deep-frozen concentrates for dairy industry. These programs are also supposed to result in more than 100 innovative projects, approximately 650 new technologies, 15 new facilities and upgrade of more than 100 existing enterprises. The total sales of goods and services are projected to approximate Br14.5 trillion, exports of products to generate more than $900 million, import substitution to save more than $1 billion.
