The results of the 2nd Innovation Performance Review of Belarus presented in Minsk

The State Committee for Science and Technology of the Republic of Belarus and the United Nations Economic Commission for Europe have presented the results of the 2nd Innovation Review of Belarus entitled “Innovation for Sustainable Development”. The first Review was implemented in 2010 and published in 2011. The aim of this Review is to independently assess the progress of Belarus’ innovation system over the past period and its current state, and also to develop recommendations for further improving of the national policy to stimulate innovation activities, improve innovation capacity and rise the effectiveness of the national innovation system taking into account the UN sustainable development goals.


The UNECE delegation was led by Anders Jonsson, head of the Innovation Policy Department and included the authors and reviewers of the Review. Conclusions and recommendations have been presented by Ralf Heinrich, UNECE who headed the work of the international team of authors.

About 70 national experts took part in the discussion of the conclusions of the Review and priority measures for its implementation. They represented the government bodies and organizations involved in developing and implementing the state innovation policy (State Committee for Science and Technology, Ministry of Economy, Ministry of Environment and Natural Resources, Ministry of Energy, State Committee for Standardization, National Center of Intellectual Property, Belarusian Innovation Fund, etc), as well as the Ministry of Foreign Affairs, the House of Representatives of the National Assembly, business unions and the scientific community of the country.
