Status, Tasks, Functions

State Committee on Science and Technology of the Republic of Belarus (hereafter  SCST) is a republican State governing body adopting a policy of the state and supporting the government control and management of science field, science and technology field, innovation field and protection of rights of intellectual property items. SCST is subordinated to the Council of Ministers of the Republic of Belarus.is subordinated to the Council of Ministers of the Republic of  Belarus.

When carrying out its activities, SCST is guided by the Constitution of the Republic of  Belarus, by other sources of legislation of the Republic of  Belarus and by  these Regulations.

SCST carries out its activities  in co-ordination with the  republican State governing bodies , local  executive and regulatory agencies, scientific  and other organizations.

Main tasks of SCST:

- Implementation of the  policy of the state in scientific, scientific-technical  and innovation field and in the field of  protection of rights of intellectual property items;

- Business regulation of  scientific, scientific-technical  and innovation development  matters and  protection of rights of intellectual property items;

- Planning of training  high-qualified scientific workers countrywide and in branches of knowledge and organization of implementation of results of scientific research;

- Analysis of  level of conducted researches and development, elaboration of proposals concerning economic  efficiency upgrading;

- Coordination of activities of  the  republican State governing bodies, organizations in  scientific, scientific-technical  and innovation field and in the field of  protection of rights of intellectual property items;

- Cooperation with  local  executive and regulatory agencies while forming and adopting  regional  scientific-technical  and innovation policy;

- Perfection of organization of  scientific-technical  opportunities of the republic and  efficiency upgrading of its use;

- Adopting of single policy of the state in international  scientific-technical  collaboration field;

- Development of innovation infrastructure, creation of  mechanism of enabling of entities of innovation field, providing  the creation and development of productions, based on new and high technologies;

- Application and utilization of advanced and high-efficiency technologies in economy of the republic;

- Stimulation and enabling of development  entrepreneurial business related to commercialization of production and implementation into the production  process scientific-technical  achievements;

- Providing the control over the execution of legislation of the Republic of  Belarus concerning  scientific, scientific-technical  and innovation development  matters and  protection of rights of intellectual property items and also  control over the proper use of  the republican budget funds appropriating for the  financial backing of  scientific, scientific-technical  and innovation activities in  the Republic of  Belarus and  international  scientific-technical  collaboration;

- Carrying out the control over the progress of scientific-technical  programs ( programs of the state, branch-wise and regional programs), divisions of    scientific-technical  support of statу  target, state economic and social programs  , innovation projects,  international  scientific-technical   projects,  and   adoption of results of completed  scientific  research, design and experimental, design and  technological  works in  production processes;

- Informing of the communityabout  the development of the science, scientific achievements, activity of  SCST,  republican State governing bodies in scientific field, scientific organizations.

- carrying out state  scientific-technical  expert examination and register keepingof high-tech productions and enterprises.
